Essential Guide to HSUHK Non-JUPAS Entry Criteria: GPA, Fees and Application Steps

In recent years, The Hang Seng University of Hong Kong (HSUHK) has seen a significant rise in the market competitiveness of its graduates, particularly those from the Business, Supply Chain Management, and Communication faculties. A Non-JUPAS application is an admission route that bypasses the "Joint University Programmes Admissions System" (JUPAS), allowing students to apply directly to the institution. This pathway is primarily designed for local students holding an Associate Degree (AD) or Higher Diploma (HD), students with international qualifications (such as IB or GCE A-Levels), or those with overseas university credentials. 

Formerly known as Hang Seng Management College, HSUHK officially attained private university status in 2018. Notably, its School of Business has earned the AACSB International accreditation—a distinction held by only approximately 6% of business schools globally, affirming its international standing in business education [1]. 

Beyond academic prestige, HSUHK programmes are designed to align with industry needs, offering diverse internships and overseas exchange opportunities. For Non-JUPAS applicants, the admission threshold is generally more accessible than that of the eight UGC-funded universities. Furthermore, most full-time self-financing undergraduate programmes are eligible for the Non-means-tested Subsidy Scheme (NMTSS). Eligible local students can receive a fixed annual subsidy, making HSUHK a cost-effective choice for higher education [2].

For applicants with sub-degree or other tertiary backgrounds, HSUHK offers Senior Year Entry, allowing direct admission into Year 2 or Year 3. Applicants must have completed a relevant AD/HD from a recognised local or overseas institution and meet the minimum cGPA requirements specified for their target programme.

Beyond meeting the minimum cGPA and English language requirements, applicants must also successfully complete the selection process for relevant Non-JUPAS programmes at Hengda (e.g., written tests and/or interviews). Achieving the minimum entry criteria does not guarantee that applicants will be invited for an interview or offered admission. The final outcome depends on factors such as the number of applicants each year, the overall distribution of academic results, and the availability of places. 

Certain subject areas place particular emphasis on relevant academic background. For example, programmes such as Actuarial Science and Insurance, Data Science and Business Intelligence, Supply Chain Management, and Management Science / Information Management may favour candidates who, at the associate degree level, have already studied mathematics, statistics, programming, or closely related business subjects. By contrast, language and communication-related programmes tend to assess applicants more heavily on language performance, and on the quality of their work or interview responses.

As Hang Seng University of Hong Kong is a self-financing private institution, its tuition fees differ from those of publicly funded universities. Before applying for a Non-JUPAS programme, applicants should therefore consider both the tuition costs and the government-funded schemes they may be eligible to apply for. 

Taking the 2026/27 academic year as an example, tuition fees for self-financing undergraduate programmes at Hang Seng University vary by programme and level. In general, annual tuition fees for local students on most self-financing bachelor programmes (e.g., most programmes in business and social sciences) range from HKD 91,680 to 103,700. For non-local students, the range is approximately HKD 137,520 to 155,550. Among these, the tuition for the Bachelor of Arts (Honours) in Arts and Design is higher: for local students, it is approximately HKD 115,170 to 127,180 per year, while for non-local students it is approximately HKD 172,750 to 190,770. The actual amount payable should be confirmed with the university’s official announcement for the relevant intake year. [5] 

Most of Hang Seng University’s full-time self-financing bachelor programmes that fall under the NMTSS are eligible for qualified local students to apply for the Non-means-tested Tuition Subsidy Scheme for Post-secondary Students (NMTSS). 

For the 2026/27 academic year, the Education Bureau has announced that the annual fixed NMTSS subsidy is HKD 35,120. This subsidy applies to eligible full-time local students studying locally accredited, self-financing bachelor degree programmes. [6] 

For Non-JUPAS applicants applying to study at Hang Seng University, as long as you are a local student and have been admitted to a full-time self-financing bachelor programme that is included in the NMTSS list (whether for Year 1 entry or entry to a higher year level), you may apply for NMTSS assistance through the university. The subsidy is paid by the Government to the institution. Eligible students are only required to pay the tuition fees after deduction of the NMTSS subsidy. 

Applicants should note that NMTSS is a tuition-fee subsidy only and does not provide living expense support. It does not apply to non-local students, students who already hold a bachelor’s degree or higher, and students currently studying on funded degree programmes or studying on part-time courses. If there is additional financial need, applicants may also consider the Financial Assistance Scheme for Post-secondary Students (FASP) and the Non-means-tested Loan Scheme for Post-secondary Students (NLSPS).
